It's not an issue, "SE" means you maybe by mistake set the unit to a "Super Economic" Mode, which will save you some power but won't give you the most of the unit, you can disable it anytime you like, just read the device manual, good luck :)

could be a control board either in the inside unit or the outside unit
could be a simple start/run capacitor for the out side unit
