Ya... I got mine too close to a electric cooktop heating element and melted down one of my feet! It not only looked bad but SMELLED very bad too...
Well HERE is a 50 cent (or less) FIX that is rugged as can be.
I purchased a white 1/2" PVC end cap and filed one corner "at a angle" to "fit and level" the skillet and LOOK like the others. VERY easy to do! No kidding, this was a nine minute fix!
I added a nice/generous application of "FAST DRYING JB WELD EPOXY" and wha-LA!
A NEW FOOT AND one has to REALLY LOOK to see any difference... no kidding.
IF yours is black, a little black spray paint (after filing) should do the trick... or pick the black version of the others.

SOURCE: Teflon coating bubbling in spots
Sadly there's not much you can do here then. If it has started to bubble it only takes one swipe from a utensil to break it open and I had to get rid of my 12 year old tefal pot because of a very similar problem.
Teflon sprays exist on the market to spray light coatings on mechanics. However it is not fit for utensils or anything that may be consumed out of. You should just invest in a new set.
