Hi Chip, I am sorry to hear that.
The horizontal lines are cause by defective ICs that are integated/mounted in the screen itself.
it doesnt do it on inputs like pandora though which i find strange.
About 95% of the time when you have horizontal lines its a panel issue, its hardly ever the timing board, the reason the tcon board was "fried" in the 1st place was the panel had damaged it

it possible that the problem is the the TCON board, you can try websites Shopjimmy.com,Ebay.com to buy a refurbish board for the replacement.
Also note that
The T-CON (Timing Control or LCD controller) board (on the LCD panel assembly). It transfer the universal image signal of TTL and LVDS signal to specific TFT (Thin Film Transistor) LCD.
This is the interface board that talks to the Logic board and the LCD panel to produce pictures on the screen. White/gray glowing screen when it fails or not getting the voltage from the logic board (the 5 or 12vdc is supplied by switched transistor on the logic board). Notes: T-CON board is mounted under the metal cover shield.
Common failures:
Scrambled pictures, Lines, multiple pictures, color smears/blotches, rolling pictures after warm up.
Blown surface mounted fuse.
No pictures, very dark screen almost like there is no backlights.

It could be a bad T-con, but it could also be a faulty LVDS (cable that connects the t-con to the main board), or you can have a main board fault. It sounds like your panel isn't getting power. The T-con board should be located top center on the backside of the set. It should be housed under a metal cover. BEWARE, some panel have the T-Con built into the LCD panel. If this is the case, you will have to replace the entire panel if the t-con is bad. Simply go to www.shopjimmy.com, and type in you actual TV model # in the search box. This will bring up all the parts available for your model. The results will also bring up pictures of the parts so you can see exactly what they look like.

since you have replaced the main parts in the tv already it is safe to say you have bad led strip these can be tested with a 12v dc power supply
