From your Description it Sounds like the Plate that is Attached to the Carburetor (that the Throttle cable Attaches to) Thru Shaft (holds and Moves the Throttle Valve) has Loosened and is Simply Turning on the Thru Shaft and Not Moving the Thru Shaft and Throttle Valve at All.

A very common problem with the GX series with Kawasaki engines. The carburetor 'inlet needle' sticks open and fills the crankcase with fuel. When checking the oil, it can be difficult to see the gasoline and the level appears to be OK. Remove the dipstick and smell the oil, you may detect a gasoline smell. Also, drain the oil, and you may find much more fluid than you expect.
The solution on newer mowers was to install an 'in-line' shut-off valve to keep the fuel from syphoning into the carburetor. The inlet needle and seat in the carburetor is NOT replaceable, so a new carburetor is the ultimate solution, but VERY expensive. Installing and using an in-line shut-off valve is more affordable.
Also, this situation is common when machine is transported on a trailer, as the bouncing causes the needle/seat to leak. When transporting, always turn off the fuel supply to the carburetor.

SOURCE: My John Deere LX280 is slow when backing up & has very little power. The fluid lever is good. Where should I look.

I have a LX280 that had this same issue. The problem was grass clippings blocking the pedal movement underneath the mower. Follow the rear pedal path and you may find the same issue. After removing the clippings buildup under the mower, the power was restored. Cheers!

What Engine Model Number is in a John Deere LT166

The LT166 uses a 303777 Briggs & Stratton Engine
The LT180 uses a FH500V-AS32 Kawasaki Engine, 4 Cycle
The LT190 uses a FH580V Kawasaki Engine.
The LX289 uses a FD501V-DS04 Kawasaki V-Twin Engine.
