The red LED glowing shows that there is excessive current through it. There are current limiting resistors that prevent the LED's from burning out. Someone, somewhere has mixed up power supply wires. The first thing that comes to mind is that you go to the person that changed the MB and have him fix it. You should have a guarantee to deliver you a working product, plus a guarantee for a certain number of days. This to me seems the most logical way. If you would, for whatever reason, don't or could not go back to him, we will be happy to help you fix it. I must warn you that it will take some time to trace all the wires and make sure that they have their proper voltages. In regards to the fan running all the time, all fans that are in computers are below requirement and they never need to turn them off. Usually, as I do with our clients, we measure the CPU temperature and replace the fan with another of at least double the CFM (cubic feet per minute). Thank you very much. CONSTANTIN (arzconst)
The continous beep usually means a memory failure (RAM) or video memory if a plugin card is used.
Check to be sure the unit sees all of the memory, a weak power source( without AC adapter) could cause a partial failure of one memory card.
Another fault would be that the battery is very low on charge and won't accept any charge.
BAD Battery.
