How do I cancel "safe mode" on my android phone?

Sorry, I don't have any experience with LG outside the KC910 however, you can generally remove programs and add-ons the same way you would on a computer. Find the file containing it then delete it. You may have to turn your phone off and then on to have this completed.
In a worst case scenario, you may have to do a factory reset. Just make sure that you don't have the unwanted programs on a removable memory card which will allow it to reload after you do this.
To do this enter 3845#*370# and select factory reset from the list. Should be about the 4th one down. If you have other than the GW370 model, just substitute your model number for the 370 in the code.

You probably cannot. Most phones need to be unlocked, which is a whole different can of worms. And probably this one will not work in the 4G mode with another carrier.

Safe mode is an option of the Factory mode in Android devices along with other options. The option can be activated or enabled automatically when the device encounters unsafe conditions. The Safe mode can be disabled manually by first entering the phone's Factory mode by first switching the phone off and restarting it by pressing the Power and Volume + buttons simultaneously long enough for Factory mode menu to appear. Select Reboot from the menu to restart phone.
