Have a look at the leaking jet & decide whether it has a screw thread & a nut fitting in place or if it's bonded to the tub.?
If it's held on by a nut, a new gasket will probably suffice.
If it's bonded on, it will need to be very carefully removed.
The mating faces THOROUGHLY cleaned-up & the exactly right kind of adhesive used, to re-bond the jet onto the tub.
Then it needs to be left to properly dry & cure, before you put any water in it.

Each Jet will have an adjustment many times right on the jet nozzle. Carefully try to rotate them counter clockwise to open up the jet. This assumes you can here the motor running.

Make sure the jets themselves are fully opened. Some models you can turn individual jets on & off

Check the jet pump, also where the filter is there are two 90s plastic. make sure that they are both in the water, if all those check out then check the switch for the jets. It sounds like the pump is bad and is not pumping the water. Even if the motor works and the internal parts of the motor seal gets wet then it all needs to be replaced and rebuilt. Very easy to do yourself. Like always be careful and unplug the unit.

I had this same problem. I looked at the motor, and on one end (the end opposite where the water comes out) there is a hole in the middle. In that hole is a regular screw tip, which can be used to turn the motor. I filled the tub, inserted a slotted regular screwdriver and turned it about 8 times clockwise, then 8 times counterclockwise. You should see the whole motor turn. Doing this loosened it up, and then it started.
Once it started, all kinds or residue came out, which was probably why it had stopped working. I hadn't used it for a while.
After getting it running I'm going to run some cleaning solution through it, and make sure I run it more often to prevent this in the future.
