Toro 580 sprinkler head won't pop up under any situation How do I fix the problem?

It must be plugged, as the water pressure is what raises the head out of the ground.

Follow the instructions from Toro.

The sprinkler head unscrews just like a bulb. Dig a hole around the head to below the connection.
Unscrew the old one and screw in another one. You might need a nopple on the new head to match the connection. Set up the new head with the same setup an the one in the ground before you unscrew it as water will come out of the pipe and fill the hole. You want to get the new head set before debris gets into the pipe.

Change the nozzle. If it is an adjustable nozzle change it to a fixed spray with the desired radius. 1/4, 1/3, 1/2, 2/3, 3/4 patterns are available.

if this is an older sprinkler ,it may just be worn.usually the leak is around the white plastic surrounding the popup shaft.in this event the cap needs to be replaced.

possibly a oneway valve in the sprinkler head that has been installed upside down

Make sure when you pull the head to ck the screen you turn the system on and blow out the line, then run a hose through the head to make sure it isn't plugged up anyway. Depending on the head and the cost of a new one will dictate cleaning or replacement.
