It is most likely related to the rings, but running it would unstick them very fast if they were stuck. It's possible that sitting let rust develop in the cylinder walls and there may be some grooves in them now. They could also just be really worn cylinders. They make some oil conditioners which I wouldn't recommend on a car, but might work fine on a golf cart. I can't recall the name, but it was in a silver can, maybe called engine restore... You could always try that before resorting to a rebuild.

so many possibilities...

does it roll fairly freely? (checking to see if the brakes or rearend seized up)

Are there any "bad" sounds like things grinding? (Connection between Motor and rearend, axle splines...)

If all that is solid, it is likely in the controller.... (it takes a solid charge right... No bad batteries in there or loose connection? might want to check all the battery connections to make sure none are burnt...)

1997.. does it have the electonic speed control by that year? the other possibilty is that the accelerator is not working corectly. they used a resistor system on old ones that has contactors that would get worn out.... Newer ones control a potentiometer(sp) that controlled the speed.

Only a few real components to check, but if you are not mechanically and electically inclined, could be tough to isolate.

Seat--- To open the seat:--- 1. Place the scooter on the centerstand.-- 2. Insert the key into the main--- switch, and then turn it counterclockwise to “OPEN”.--- NOTE:
Do not push inward when turning the
key.
3. Fold the seat up.

To close the seat
1. Fold the seat down, and then
push it down to lock it in place.
2. Remove the key from the main
switch if the scooter will be left
unattended.
NOTE:
Make sure that the seat is properly

Hi and welcome to FixYa, I am Kelly.
The new carb. fuel mixture adjustment screw should be very close to the setting needed to operate the engine normally. You should not have to move the screw more than 1/8 th turn in either direction from the current ORIGINAL setting.
You mentioned the engine smokes really bad. Several things cause a smoking engine:
1. Older engine
a. Piston oil rings stuck to the piston skirt or rings worn out
b. Piston wear
c. Cylinder wear
d. Valve stem and valve guide wear
e. Valve head and valve seat wear.
f. Crankcase breather clogged
g. Overserviced engine oil.

Perform a compression test on the engine. You should have a minimum of 120 PSI pressure. The higher the pressure the better. If the cylinder compression is under 110 PSI the engine needs some serious maintenance.

I can not emphasize enough that the new carb needing any major adjustments is a symptom of other problems within the engine. Like I mentioned earlier if you have to make a fuel mixture adjust more than 1/8 th turn in any direction from the original setting something else is wrong.

IF by chance someone got over anxious and has moved the fuel mixture screw start at 1.5 turns from just barely closed. I am surprized that the new carb did not come with a plastic cap over the mixture screw.

I have a 1999 Yamaha gas golf cart and i can't figure out how to get the seat up to put gas in it.

Hi,
The seat has hinges at the front near the drivers legs.
Put your hand in-between the seat-back & seat base, grip the seat-base & pull it up & forwards.
To the best of my knowledge, there are no clips which should need opening, but if the seat-base will not lift up, feel along the area at the back of the seat base for one or possibly two lever which might unlatch the base.?

There is a mechanical fuel-switch on top of the fuel tank which you are actually supposed to turn off, when the buggy is not in use.

Where are the clips at to take body off a golf cart. Yamaha gas, trying to put seats.back on

Lots of stuff here. Remove the drain tubes then remove the bag rack, seatback, and bottom of top supports. Remove the two 10 mm bolts in the bagwell.
Remove the seat bottom brackets from the body and the two pushpins.
Now you have to remove two pushpins on each side, one is under the side panel and the other is in engine compartment. These pushpins are at the rear of the side panels. Should lift up off the cart.
