I don't know if you mean Cabal the online game... but in this case do the following:
Lost World patch (this will update your game from Lord of War, to Lost World, which is the latest update for Cabal EU) - this will update the game from version 418 to 430.
1) Download the manual installer here -> http://www.cabalonline.com/download/installers/March2009/CABAL%20Online%20EU%20Lost%20World.exe
2) Run the executable file, and when being asked for a folder where you wish to install the All in One, click Browse and select your Cabal game folder (for example : C:\Program Files\Games-Masters.com\Cabal Online (Europe))

I have personaly run Cabal on Vista with no problem. The first thing i can think of right now is to reinstall you graphic drivers.
