I don't own a Kindle Fire, but, I'll take a shot at an answer.
In Google Play...my Samsung Galaxy S4 and S7 Edge phones have a tab called "LIBRARY" . Tapping this tab causes every app that was installed on my S4, S7 Edge and my now long gone Samsung Galaxy Note 10.1 (2012).
If such a tab exists in the Kindle's store app, check to see if the Weather Channel app is listed there. If it is, download it to the Kindle.
I'm going under the assumption that attempts were made to reload the current app from the app store, and it didn't work.

Reset to factory defaults. You will need to register again and set up your Wi-Fi.

I would try Uninstalling the Facebook App, then Turn off Kindle, Restart and Reinstall Facebook App.

When was the last time the tablet was turned off (not just put into sleep mode)?
To turn off the tablet, hold the power button for two or three seconds, then tap "shut down" when asked if you want to shut down your Kindle.
After the device has completely turned off, press the power button to restart.
