It's winter here. Because of the extreme heat in our apartment, with no ability to adjust it, we've been using the AC. This solution worked fine up until today. Could the cold temperatures outside have caused the coils to freeze, and that's the reason behind this problem?
If you choose to use the air conditioner to cool a room when the outside temperature is low, any condensation that naturally accumulates on the cooling coil inside the unit can freeze. When the coils freeze over, the air flowing through the unit fails to cool, and in your case may have blocked any air flow. I assume you can hear the fan but get no flow?
Freezing may damage the unit. Allow the unit to defrost by turning it off and leaving it off for several hours, or even days, to allow warm air to flow through the coils and melt the ice. Of course if you live in a place like Minneapolis you might be waiting until April. But you should be able to check whether the coils are clear by removing the filter and shining a flashlight through the air-exhaust cavity. The coils are usually visible just inside. If the ice doesn't melt quickly enough, you can speed things up by pointing the hot air of a hair dryer at the coils through this opening.
I also assume since you are in apt you have no access to the exterior side of the unit to check what is going on? Or if this is a window unit just take it out of the window for awhile (granted ... that can be a pain in the you know what).

YOUR MODEL HAS A 3-5 MIN.TIME DELAY RELAY IN THE CONDENSER CONTROL PANEL OUT-SIDE. DO NOT ATTEMPT TO FIX-IT YOURSELF ... THERE I SAID IT. IT IS WIRED INTO THE 24VOLT CONTROL CIRCUIT. THEY DO GO BAD AND OFTEN. IT IS THERE FOR A GOOD REASON. IT GIVES THE COMPRESSOR TIME FOR THE PRESSURES TO EQUALIZE INTERNALLY TO PREVENT "HARD START CONDITIONS". RUUD HAS A GOOD WARRANTY ON ALL PARTS 5-6 YEARS I BELIEVE. IF IT IS THE TIMER IT IS INEXPENSIVE ANYWAY. GOOD LUCK

How did they check the freon in the home? You can feel the front(evaporator coil)coil on all four sides. Are you sure the motor is running fast enough? If the four corners do not feel cold in about 5 minutes or so, there is a compressor problem, Capillary tube blockage, moisture in the system or you are low of freon. Good Luck

I had similar problem on my 2001 Insight. Had to replace some cooling system hoses eaten by rodents... Works like a champ again.

the problem is with the blend door it controls the blend of hot and cold air. there is a small electrical motor that can go bad or they can hang up
you will probally have to take some covers off to find out whats going on
Hi chip faust - When was the last time the filter was clean? Restricted air flow from dirty air filter can caused air conditioner to turn on and off rapidly. Make sure there is nothing blocking the airflow to the unit like drapes, blinds, furniture, etc which could restrict air distribution. When was the last time you cleaned the outside condenser coils? Confirm that the condenser coil is clean and not restricted by any trees, bushes, etc. Verify that the plug is not damaged and try resetting the unit. If any of these suggestions prove to be ineffective, then the unit could possibly have faulty PC power board, faulty compressor or power supply. Connect with a professional to accurately pinpoint any potentially more serious issues.
