a GX390 Honda Motor but the used generator stator can be different cannot give more suggestions then measuring the circuitbreaker it can be broken the suggestion 60 mf capacitor can have trouble and electronic modul and bridge rectifier for some other dc connectors the coil diodes inside the stator. several options to go.
from your description and what you do , the problem is in the auto control unit
it will be in the system to reduce the rpm to idle when there is no load ( auto mains on off controller switching between genset and mains supply)
by turning the auto operation off you are committing the gen set to full rpms regardless of the power requirement
you have the option of having it fixed at an gen set repair shop or leaving it off and starting the genset only when you have a mains power outage
check with an electrician to ensure that it is possible to run it that way as if the mains power unit is not correct , when you start it and you still have mains power , it will destroy the gen set
carburetor kits will be available from the engine manufacturer that is fitted to the genset ( so if honda go to a honda small engine place with the engine model )

starving for fuel. the generator will always rev up when it is under a load or about to run out of gas. there will be a few adjustment screws on the carb... one for air and one for fuel. try increasing the fuel a quarter turn and see how that does
The ECO solonoid is sticking if hit it with a screw driver the idle will kick up and it will take a load. this doesnt fix the problem you need to more than likely need to have the soloniod replaced it is located behind the door. Its the white plastic thing mounted to the carb. Right under it you can see the black piece that swivals that is what is sticking.
some welders have a load meter that is ajustable on the plugs look for someting like that you can dial in how much power is able to go to the plugs on some of them
If you attempt to use a 15 amp generator to power a 15 amp appliance you will have a big problem. Always plan to use no more than 80% of any power supply. You are currently trying to use the absolute maximum power this generator can supply, and it's probabally not rated for that load at continious use. Get a larger generator, or , a very sharp axe.
