I don't generally like to work on 2cycles. Reed valves are under the carb on the ones I've seen. I watched this whole video of a 250 being disassembled and I didn't see reed valves. It looks like a ported piston design to me aka no reed valve. I'm willing to be wrong.

The saw is not getting enough fuel. It should take about 7 pulls to hit(on choke) and then another 2 too start(on run).Check the fuel line and filter first,a fuel line leak is the most likely culprit, very common. Change the air filter, it's cheap and will eliminate any air related problems that may be contributing factors, and it probably needs to be done anyway. If this does'n't fix'ya we will continue on.

Make one with starter cord or rope:
I suggest a length of starter cord or nylon rope be used instead of the piston stop (retain 6" ± so you can remove it). Make sure the piston is near the top of the cylinder before feeding the cord or it can fall through the exhaust port and damage the piston as it rises. HTH

take the bar off and give it a good clean, get compressed air and blow it into the oil tank, making a seal around it first

Rotate the flywheel until the magnets are under the module, insert a thin business card into the pole gaps, loosen the module screws and allow the module to contact the magnets. Tighten the screws and rotate the flywheel somewhat to release the card. Turn the flywheel one full turn to make sure the pole gaps don't close further. Hope this helps!
