Troubleshoot issues related to Bluetooth and your Samsung ...

go to settings of your tablet, and see if the keyboard is there, tick it to be your default keyboard.
else, you can also do this, tap message application, tap new message, tap the gear like button next to space bar at the left side of it, do note that sometimes, instead of the gear like button, it shows smilies or symbol, long tap it and it will lead you to your keyboard settings and tick your bluetooth keyboard.

What is the brand name of your tablet?samsung tablets are easy to disemble. For tab 1 & tab 2 remove the back cover of the tab...do it gently otherwise you could just break it...now just remove the battery pin which is connected to pcb...if you have booster then boost up the battery then put back in tab & try to switch on the tab if doesnt turn on insert charger into port then wait for 2-3mins

From what I can find, the 10.1 Samsung Galaxy Tablet model ce0168 was released in 2011. Recent reviews are quite good.

I had a similar problem that ended in my taking my tablet to a Samsung dealer. They told me that the tablet had unsucessfully tried to do an particular update. They updated my tablet right there and my tablet turned on and off fine ever since.

Blue tooth capabilities requires hardware chip and programming.
If your tablet does not have built in blue tooth, then the answer would be a negative. If tablet is blue tooth capable, the blue tooth device must be capable to mate to tablet blue tooth version technology.

Make sure that you are using the most recent firmware version. If you have the 7" Galaxy Tab, then 2.3 would be the most recent version. If it's the new 10" version then Honeycomb 3.1 would be the newest. The firmware update fixes some of the issues with Skype.

Also make sure that your version of Skype is the most recent from the marketplace.
