I have (had!) the same problem as you and I found this thread:
http://www.tomtomforums.com/tomtom-go-920-920t-930-930t-940-950/19455-remote-control-arrow-buttons-dont-work.html

I downgraded to the 8.302 version and the problem is solved!

How do I replace a TomTom go 930 battery

Replacing the TomTom Go 930's battery is actually not all that hard as this video demonstrates:
The company that produced the video sells a kit which includes the battery and tools necessary to do this yourself if you'd like. See: http://www.newpower99.com/ProductDetails.asp?ProductCode=TOMTOM+GO+930&Show=ExtInfo I swapped the battery of a friend's dying GPS using the aforementioned kit and all went well. His Go 930 is back up and running smoothly.
Hope this Helps, aaron

Apparently tom tom have stopped supporting this feature which is why the remote will not activate the scrolling. Absurd if you as me I have a 307 and it's a damn deep windscreen I used the remote to handle my calls! Now I can't make calls I can do a redial and accept calls.

You can manually scroll using your finger. I think the Dutch have gone crazy. Best thing to do is log this with technical and log it as a complaint!!
