It should freeze that room with 9000btu do you hear the compressor turning on or is it blowing jus air? also helps if you switch the air intake to recirculate the room air rather than intaking the air from outside

Check the tstat's for a relative humidity setting. If it has that option set it to 60 percent. If not, make sure to check all programs if it's programmable. If not those 2 options, it may need to be replaced.
I lost you at my the end but the 2 ton unit should be able to cool 960 sqft. Sounds like a refrigerant problem. Air conditioners should cool the air 15 to 20 degrees. This means 80 degrees going into the machine in the return should be 60 to 65 degrees coming out in the supply. If you are in that range than it's likely never going to cool the space.
This unit probably need to be cleaned. Im in St. louis MO and its above 100 degrees with a heat index of 116 if your area is experiencing this kind of heat as we are there may be nothing wrong at all A/C units are designed up to 95 degrees when it get hotter than that the units never shut off till night fall.
The burners are not igniting and the timer turned on the blower thinking the burners were already lit by then. You have a burner/ignition problem. Either the ignighter or themocouple is bad

Amana calls this a Temerature Limiter and says to only set one switch on at a time. If all switches are off then the unit is at full operating range.
