How to replace a energy regulator on rangemaster Kitchener 90 ceramic cooker

Question edited for clarity.

There are three reasons this can happen.

The electric element has blown a hole in itself and is grounding out.
The fan has failed and grounding.
A wire connector to either has come off and grounded, or worn through and grounded.

Usually fairly straight forward. Remove the blown element being careful not to loose the wires into the void behind the grill. Insert new element making sure the orientation and wires are conected as the original was.

THE GRILL SWITCH NEEDS TO BE REPLACED

they can be polished out with a metal polish like brasso use a drill with a polishing pad but stick some card to the pad as card is slightly abrasive and will remove or reduce scratches

The clock must be set to the time of day before the righthand

Problem solved, took the back off the inside of oven and the element had a huge burn hole in it. Brought a new element from the local spares shop £17+vat. Easy to fit and it works better than ever.
