SOURCE: It says my moto g verizon is locked when I try to activate it it is a used phone

most likely you bought a stolen phone and the owner reported so the company locked it

Google verification, this sounds like that phone wasn't wiped when you got it and you can factory reset the phone and you will not have the problems then after that.

start emegency call 911 and during connecting try to push message button when comes just put *#4363#*#* and press back button this will put you in setting now open about tap 7 times buildernumber now step back and open develper option and enable oem unlock.

Why can't my Verizon Moto X phone be activated?

You can't. Verizon phone's can't be unlocked to work on other providers.

You can get a Verizon Sim though and insert it to get to home screen and then swap Sims.
