Anything with a best by date does not have an expiry date. The best by date means that the product will still be fresh by that date and afterwards may not be as fresh. Products like cheese and milk have an expiry date as they should not be used after that date. Products with a best by date can still be used after that date but may not be as fresh. With something like vinegar, you can use it a long time after the best by date.

Check the waste bottle to see if there is a chip mounted on it somewhere. If not see if there is an optical sensor or clear window. If there is a chip it will need to be replaced or a new unit used. If there is a window or optical sensor you should be able to remove it, clean it out, and replace it. These are often the last part to fill with toner and create a light path block.
