Your post makes no sense. Frame size is not ID'd by serial number. Just Google bike frame size. Just Google "measure bike frame" for instructions for measuring, and Google "bike frame size" for info on selecting the correct size.

Not that important except for selling the bike, but if you really need to know then Google "Trek serial number" or "Trek 8000". Not possible to ID with just serial number. For more info see my T How to determine the year value etc of your bicycle

This is from the
Trek Aluminum Series 420 The model is TBI 0405.
Nice bicycle, but I wish they had included a chain guard as standard.
They were gray paint with a red TREK logo on the drop tube in the original finish.

Polish finish, may not be original finish. Serial #I17121105 on underside of bottom bracket on non drive side, also on drive side #TBI -0405

This is from the
Trek Aluminum Series 420 The model is TBI 0405.

How do I de-code the serial number on my Trek 7.3 fx?

There is no "code". Trek stopped a coding process about 4 years ago. If you give me the serial number, starts with "wtu" I can tell you what year it is. I will have to wait until the trek dealer site is back up from maintenance. I work at a bike shop that sells almost exclusively Treks.

How many links on chain for Navigator 300 ?

Chain link will be determined by frame size, as wheel base is longer with a larger frame and how long the rear derailleur cage is. Chains come in a standard 119 link length intended to be cut to size. There is no way to lookup the chain length. I would recommend taking it to your local bike shop (lbs) and having them install it.

Cannot fit to my Trek 820 due to

You have to use a different fork. There are three standard steering tube sizes: 1"; 1.125"; 1.5". The 1" is found on budget bikes, older bikes and some cruiser/hybrid bikes. 1.125" is the most common size and is also usable on 1.5" head tubed bikes using reducing headsets. 1.5" is found on heavy-duty mountain bikes and some carbon fiber road bikes, although its use is increasing in popularity.
The point is, you can sometimes convert down, but never up. You have to source a different fork.
