I have a brand new Magic Chef portable washer and it says E2 water won't even fill in a machine

you have to open it,at the bottom of the drum it has a either clear or black plastic hose that goes to pump held together with pressure clips remove them water will flow then ,it also will flood the aerea around it,so plenty of soil to soak it up

check your lid switch if its a top load

SOURCE: water just drains, wont fill up washer

the top of the hose must be higher than the water level in the washer for proper operation

or

the drain house should be loose yet fit securely. do not seal the drain hose with tape the hoese needs and air gap

Try these

1. Test the lid switch
2. Inspect the motor coupler
3. Inspect the drive belt (belt drive only)
4. Inspect under the washer for soot (clutch)
5. Test the motor
6. Inspect the pulley
7. Test the transmission
8. Inspect the agitator
9. Inspect the pump coupling
10. Test the water level switch
