Loosen your top tension. If it is too tight, it will pull the bobbin thread to the top of the fabric. If it continues, then it may have to do with the thread weight you are using in the bobbin or the bobbin tension needs to tightened slightly. HOWEVER, adjusting the bobbin tension is usually a last attempt. It is a sensitive adjustment.
I frequently use a lighter weight thread for quilting and need to adjust the bobbin tension. So, I have a separate bobbin case that is adjusted for that purpose only. Having to adjust the bobbin tension every time one changes the thread weight is a real pain. For most general sewing, the factory set bobbin tension should be sufficient.

Oh boy! I've worked on industrial sewing machines for over 30 years, but the home sewing machines are like comparing cadillacs to mopeds. No offense, but if you want performance out of a machine try an industrial. It will shock you with the difference. Be glad to help you find the right one.
Anyway, the problem you are having is quite common. First, make sure it is threaded right especially the moving spring on the needle thread tension) and the needle is new. This generally covers 75% of the problem. Make sure the bobbin thread is threaded correctly.
If you are still having the problem remove the bobbin/bobbin case and observe the needle/hook point relationship as you turn the handwheel. The hook point should pass behind the needle at the scarf of the needle (indention just above eye of needle) If it is not so the needle bar may have moved up on you. Did the machine get jammed?
I'm not sure about the rod you're talking about but lets try this first.

Have you reset the tensions for this machine, look in your manual and follow directions. If this is an Elegante there is also a set of instructions on the machine. On the LCD screen there is a picture of a sewing machine with a question mark, touch it, find Troubleshooting and touch that then find the problem you are having and read. If this does not help take it to a Brother dealer and have it reset so as to keep you machine in good running order.

If you go to this link, it shows for the 117.591 model, but it is threaded the same exact way as the 117.959, that will thread the machine and bobbin, I have used this to thread my machine which is the 117.959, and it sewed perfectly until I started messing with the tension, I still haven't figured that part out yet, but I will and when I do, I will let you know. You should be able to thread the bobbin correctly with the manual, if you are pulling the bobbin through the hole the needle is going down in, your bobbin is threaded correctly, if the problem is like mine, your not making stitches, the problem is with the tension.
