The monitor is showing no signal input, and power light on pc flashing amber/blue.
If the video cable plugs in adjacent to the usb ports like the blue and white plugs shown here, you have an integrated video card. If the video connections are located in one of the add on slots ( the vertical slots on the right of this image) you have a separate video card.

SOURCE: PROJECTOR POWERS DOWN
This would appear to be a bulb that has reached end of life -- or the projector thinks that it is because of hours. Usually most bulbs are 1000 or 2000 hours. Depending on your projector there are different ways of checking bulb life hours -- if you Google your projector model number and "bulb life" you will usually get a post on how to check these hours. Also, if it is a new bulb and you haven't reset the hours counter, it may need to be reset (however you also don't want to wait too long before changing a bulb that has reached EOL since they can and do explode sometimes taking out the projector with it).

If it was your video card, you would have no picture at all. Try to boot in safe mode and do into your options and make sure your hibernation is not on. Only other thing I can think of, it could be *********** board.
SOURCE: 1721 Inspiron shows flashing amber, three times, then blue.
The cells in the battery are starting to go bad which is why the light is blinking the way it is.
Once you get a new battery put in there the light will stay blue instead of flashing amber.

look at where the monitor cable is attached is it on the motherboard of the computer or is it on a add on pci card . Is there a card video card installed into the motherboard ?
You might be able to buy a pci video adapter card if the internal video chip is faulty. You would have to disable the integrated Video card in Bios and tell it to run video from PCI card.
You may be able to find the answer in the bios settings also
