If the WH has a Thermal Release Device (TRD) or Flammable VaporIgnition Resistant (FVIR) shutdown system and the WH is in a dusty/dirty location, the air vents are probably in need of cleaning. Combustion air is drawn from the sides and bottom of the heater. When these vents get clogged, the pilot goes out. Often the burner assembly needs to be removed to clean the unit properly. Should this not be the case, the thermocouple is at fault.

After it is stored for the 2 weeks, do you turn water on to it, then bleed out any air through the taps before lighting it? If not try that and see what happens and let me know if any different.

You need to extend the flue vent 2 feet above the roof ridge-line. This will help eliminate the low pressure suction on the pilot light.

For tank-type gas water heater, lighting instructions are usually shown on label on front of unit.
Look at label on side of unit for Brand, model and type.
If you have tank or tankless.
If this is new installation or old installation that stopped working.
