SOURCE: inserting new drill bit
Assuming that it is this drill:

You will need a chuck key - hopefully you have that with the drill. It's a little t-shaped bar with a cog on one end. You put it into the holes in the chuck (the part at the end which grps the bit) and turn anti-clockwise to open the jaws. Place a bit in the centre and then turn it clockwise to tighten. Tighten the bit using each of the three holes in the chuck and make sure you remove the chuck key before you use the drill - keep it safe!

I'd put penetrating oil in it and tap the chuck with a plastic hammer. That should free it up.

looking down at the terminals, rotate push-button to the right. the wiring sequence is R, W at the top, then Black (in, from power source) , Black (out, to motor).

the chuck sounds like it is bad or maybe stuck from rust, what you can try and do is spray some WD-40 on the jaws and then try and holding the collar with a glove and run the drill SLOWLY in forward/reverse and see if it loosens up if not you will need a new one.
