this was related to the notification area (f.k.a. System Tray). Specifically, the "Action Center" notifications were causing the taskbar to pop-up every few seconds. I went into the Taskbar properties, and selected 'Customize' within the Notification area. I chose the 'Hide icon and notification' option for the Action Center icon. I'm sure that some of the other icons could cause this issue, as well. You just need to use trial and error to figure out which one is causing the problem. OR, I suppose you could choose to hide all of the icons if you don't care to see any of them in the system tray/notification area.
Steps:
1. Right click the taskbar
2. Select Properties
3. Click the 'Customize' button in the section labeled 'Notification area'
4. Find the suspect program (Action Center, in my case)
5. Click the drop-down next to the icon of the offending program
6. Select the "Hide icon and notifications" option
7. Click 'OK' to close the Notification Customization screen
8. Click 'OK' to close the Taskbar properties menu..

try to clean the video head using a blank new tape just forward it 5 times as need...do not use video cassette cleaner cause it too rough for the head....check the head if there no crack on it....if nothing you find it is time to replace the to the service center...

The Panasonic call center helped us with this one. Our Closed Captioning had been turned on through the TV settings. This made us have a black box with everything besides our cable. Turning off CC on our TV Main Menu solved the problem for us.

if you can still access the menu on the phone, you can try to reset it. But if not, it only means that the incident happened on your phone damaged the mother board on it, the reason why it's having this malfunction.

The thick bar you are seeing could be a couple of things - either your HDMI or any other wire your connecting has been run too close to electrical lines, or your cable incoming needs to be grounded and/or filtered. It could also be a defect in the TV - does it happen when the DVD is on as well?
