There will be a piece of casing that holds the starter mechanism in.
Usually held by 4 screws (probably torx screws unless it's an old
machine).
Undo these screws and you will find the cord carrier inside.
Observe how the starter dogs are located, and how it all goes together.
You may be able to remove & replace the cord without taking the carrier off the casing, but it is probably easier if you do.
Then you simply remove the old cord, thread a new cord through the hole & tie it. Reassemble the carrier onto the casing. Thread the cord out of the casing & through the handle, tie that end.
Then wind the cord around the cord carrier until there is a slight tension on the spring.
Screw the casing back on the mower and you're away.

Replacing the rope is not difficult but tricky. I believe that your model has a fuel tank on top of starter cover, empty fuel and remove tank to expose starter cover. Remove the starter cover and place it on your workbench with the plastic rewind spool visible and remove the old rope noting how it was tied. The rope is sold in various sizes from # 3 to # 6.5. Most mowers use a #4.5, with length of about 6 to 7 feet. You may not need this much but more is better. Now practice inserting the rope thru the hole where it comes out of the cover into the hole where it ties on the spool. Once you can do this you are ready to wind. The spool /spring winds when you pull the rope, that why it recoils when you let go of the rope. With that in mind, turn (wind) the spool in the same direction that it turns when you pull the rope. It should be getting tighter as you turn. Keep winding in the direction that it turns when you pull the rope untill it will not go anymore. It should be very tight. Now unwind one complete turn and align the hole of the spool to the hole in the housing and hold it there while you insert the rope from outside hole into the spool and tie knot. After the knot is tied slowly let rope rewind into the spool untill it stops on its own. You are done. You should have plenty of extra rope left to extend out to the handlebar. Enjoy

Remove the housing covering the clutch. The cord spool can then be accessed. Replace the cord. Be careful that you maintain the proper spool spring tension. Check operation before reassembling

there should be four bolts holding the cover on that houses the pull cord assembly take the bolts out look inside you should see the rest of the broken cord at the other end there is a spool that the cord rolls up in to pull the cord until it stops the other end of the cord is a not in the cord pull on the knot the broken peice should come out turn the spool 2 times in the direction that is against the pressre while holding the spool in place feed the new cord in through the whole that you pulled the broken cord out of then tie the cord in a knot wind the rest of the cord up then feed the other end of the cord through the new pull handle tie the cord in a knot put the housing back on
