did you blow out old gas from gas line going to carb? if this generator set up over the winter with no use, it probably has water condensation in the gas tank which has gotten into the gas line and carb. If you didnt do it already, blow undo the gas line off the tank and use compressed air (or by mouth) to blow out all the fule out of the line and carb. If you did not drain the old gas out before adding new gas, there still may be water in the tank and line. Try this and see if it fixes it. Give it time for the new gas to get through the line to the carb. To avoid this, keep the fuel tank full especially over the winter and you will not get any water condensation.

You may have a carbon brush that has a weak spring or is almost too short to make contact with the slip ring. A easy way to check is to lift out the brushes. Most of the surface that contacts the slip ring should be glossy / shiny. If it appears dull or looks like it is partially burned then the brush is either too short / broken off / or the spring is just tired from being hot due to a loose connection.
Brushes cause the symptom you describe quite often. I have seen leaky capacitors do this also. You look at the cap and it might be swollen, leaking wax... could look normal but has a partial internal short I test them by probing them with a meter on Resistance scale R x 10,000 and probe the cap. You watch for a brief jump in resistance and then the meter drifts to infinity EACH time your reverse the polarity of the test leads. If you have residual resistance after 6 seconds it is bad. It should never read like a resistor or a wire and it should not read to the case if it is metal.
Bottom line... Brushes and Capacitor cause this.
