Hi, Based on your post/description and assuming that the CRT monitor does not have any failed component(s), it would appear that you have a weak picture tube. If relatively new, claim warranty and have it replaced; if in service for some time, it may require adjustment in the Screen and Focus controls of the FBT; if really old, you may need to boost the color drive transistors B+. The second and last suggestion above would require that you be familiar and comfortable working with TV/Monitor units, high voltage and working with the unit powered on. If you are not comfortable performing a do-it-yourself, perhaps your best bet would be to seek the services of a qualified professional. Brightness is controlled by the Fn and arrow keys.
Contrast can be controlled from the software.

Log on to your Acer laptop and click on the "Start" button. Choose "Control Panel" from the menu.
Double-click on the "Display" icon in "Control Panel" and select the "Settings" tab.
Check the "Color Quality" settings and make sure they are set to either medium or high.
The high setting will give you better color quality and contrast, but it will also use more system resources and shorten battery life.
If you are operating on battery power you may want to move the setting to medium.
Hold down the "Fn" key and press the right arrow at the same time.
This key combination will increase the brightness of your screen.
To decrease the brightness and contrast, hold the "Fn" key down and press the left arrow. Continue using these key combinations until you have found the optimal setting for your laptop display.
