If you are setting up an account, Facebook is sending an e-mail to the mail address you gave in. There they send an e-mail, you have to respond to, just to verify the mail address you gave is real and used by you. That is all.
Not only Facebook is using this technic it is common in most sites when setting up an account.

Have the Facebook app downloaded to the phone. In the photo album touch the photo you want to upload. Hit the share button. A Facebook logo will pop up. Click on it and follow the fictions from there.

Fiction is a story that is not real. Non fiction is a story that gives factual, true information. Jack and the Beanstalk is Fiction. A journal, diary, textbook and the like are examples of Non Fiction.

Be careful about this. There can be social engineering playing on you. Just ignore it if you can, or look if it is really from facebook by using its email address. If you can't inform facebook about this (send e-mail to real facebook help desk.)
But one thing is certain: DON'T GIVE ANYBODY REAL IDENTIFICATION ON THE WEB.

You need to send a detailed description of the problem you are having, along with all the other details about the real account and the fake one to Facebook.
They have a security section that is designed just for this type of problem.

They will review the information that you submit to them and will send you a response to whatever e-mail that you tell them to.
I would go get a gmail account just for this, as it is secure, and free e-mail.
