My Casio waveceptor tough solar watch will not pick up its signal

My Casio waveceptor tough solar watch will not pick up the atomic signal no matter how many times I try to get the watch to receive, even if I leave it out in the garden standing up with the face facing upward. The signal symbol shows that it is not picking up any signal at all, and the watch is several hours off the real time. Nothing I try, using the manual, seems to get it to pick up a signal. I could set the time manually, I believe, but that seems to totally defeat the object of buying the watch. I bought it off ebay, brand new, about 12 months ago so I have no comeback.
