Otherwise scrap the micro.
It the filter plate rusted through, or is it burnt?
The microwave's Magnetron-wave-guide is just behind this filter plate.
Looks like a small tube with a silvery cap with hole in center.
Very hazardous condition here.
The high energy from it is damped by the filter.
Is there food in the micro when arcing happens?
An empty micro will arc.

You might do better to replace the microwave. My plate broke and would cost $27 to replace. I bought a new microwave for $40.

The turntable may have a belt that is broken or sliped off, some models may have a motor for this and it may be dead. Most microwaves have a service sheet folded up inside, remove the outer cover and look around. Unplug the MW before going inside. Replace the outer cover before testing your repairs.
