Most likely the set has lost vertical sweep or the feedback from that circuit. This will shut the set down to prevent a horizontal line from burning the face of the CRT. This will have to be looked at by a technician.

i will first resolder all ic`s and connections,especiall on the crt board,clean around the flyback at the abl circuits,check for open or changed valued resisters in abl circuit and the video b+ on the crt board (usually 165-200 volts) check also the screen voltage (G2) volts,should be around 250 - 400 volts.
Only boards are sold and no parts- a 32 inch may not have even the boards or be cost effective to repair----suspect main board here.
