I have an ELEFW605 element tv and the backlight isn't coming on. I can see the picture when a light is held up to the screen. I tested the led connections and I wan't getting any voltage to the LEDs. Just want to see how likely it is that the power supply board is bad or if it is the EEPROM

Your power supply board is working if you get audio and imgaes.
You test AC only the AC side of the transformer before the Rectifier Diodes. Everything after the Diodes will be in DC.

To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.
The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. the t-con board would be the problem if there is sound and back light working then is more likely to be this board.
