My phone shows blacklisted online so spoke to Ee to complain they did there checks but shows not blacklisted and dont now how to fix it

Try removing their contact and re-adding it, sometimes that works for me when things get a little hinky. It is probably a ghost setting where it is either so hidden in menus you will never find it or the phone is not receiving the signal to not block for whatever reason. But if that doesn't work I would have them check their phone for potential block lists etc. Also you could call your carrier and see if they know of any issues that could be causing it, and have your friend do the same.
