Something caused the fan to disintegrate so you need to locate problem could be what ever caused problem is reason not working check for any levers etc. That are missing. If you have parts manual look at it if not go to Internet partstree.com and look up your model and see if everything looks as it should compared to diagram. It will be listed under integrated zero turn transaxle.

On my hydrostatic there is an adjustment on the forward/back lever which can be made to run all reverse or all forward. Normal setting gives both of course. Look at that adjustment. Maybe something let go.

the pulley is also a dampener often times they seperate from each other. replace pulley/dampener.

You may find that you have the wrong belt - I bought a belt for the correct model and then found that there are two different sizes depending on the exact model - they are 3 inches different in length for my model CTH160 113" and 110". Got correct belt and fits properly now.

Does it have gears or a hydrostatic (automatic) transmission?
If it's a gear model, sounds like a loose drive belt.
If it's hydrostatic, it could be a belt problem or a problem inside the transmission. If it's a tranmission problem, this is not good. Many of the transmissions on riding lawn mowers are not serviceable - they are just replaced.

Most of the time when this happens the reverse shift linkage is too short. It is usually cause by either a bent linkage or worn linkage bushings.
The internal shifting fork can be bent inside the transmission which is rare but does occasionally happen... most of the time it is a linkage problem. Also check on the side of the transmission to make sure the shifting lever has not moved from the original position on the Yoke shaft.
