Which belt? The cutting deck belt or the belt which drives the mower?

its ether the regulator or the stator in the engineas for as the pto killing the engine it might only need a govenor adjustment to take care of that problem

if it works in one direction but not the other its a linkage problem

There are three probable causes for this I would try them in this order.

First disconnect the battery (negative cable) and try to turn the motor by hand, see if it spins relatively freely (there will be some resistance part way around the circle). If you cant get it past a certain spot then there is something jammed.

If it spins freely then next I would check the battery. If you have a multimeter then you can test the voltage of the battery. It should be above 9 or 10 volts, if not then you need to charge it. You can either pick up a battery charger or take it to your local auto parts store and ask them to run a battery test on it. The batter test will both confirm the battery is still good and give it a full charge.

If this doesn't fix the problem the last thing to do is replace the starter motor. It is a small metal cylinder with a gear on one end and should be on the side of the engine. It should just come off with a couple bolts, take it to the parts store or a local lawn and tractor supply and they should be able to sell you a replacement (you might want to call around first to save some driving).

those fluid drive transmissions fail on quite a few brands as they all use the same ones....replace the trans...they are expensive but still cheaper than a new mower.
