Strange. It has to work - perhaps the belt you got is still too large. Turning the roller on carpet is very difficult and you really need a good, tight positive connection between the belt and the roller. Otherwise the roller will not turn against the nap of the carpet.. Tile and hardwood floors offer no resistance at all.

With the unit turned over, when you spin the brushes by hand, are both turning together? If not, there is probably problems in the brush deck gears.
If you cannot get the unit fixed under warranty, check with the people on www.robotreviews.com. There are many people there who are willing to help out.
There is even one guy on there who fixes them up pretty cheap.
