Your machine (Bernina 600 Record) has most likely frozen (seized) due to lack of regular maintenance. Don't panic. It can be fixed with a lot of elbow grease, good quality oil and a hairdryer. The following method has resurrected several Berninas I've picked up as "nonworking."
What exactly do you mean? The knob that raises and lowers the feet? If so, I suggest you look at it carefully..even take a magnifing glass to it. There may be thread, or something else stuck in there.If so, try to catch it with tweezers..carefully! Also make SURE your machine is unplugged! If this isn't it..I would have to suggest taking it to your dealer.
Sounds like something is mechanically disconnected inside the machine.
If it is still under warranty DO NOT TRY TO OPEN IT UP. There are 'tamper indicators' that manufacturers put in now to look for such 'tampering'. It can void your warranty.
It can be done but you will need to find the right repair person and a replacement motor. A Bernina store that has a good technician on board is a good place to start. Frequently, they will have old donor machines that they can rob parts to repair other machines.
