Hello Harmon, open Outlook and make sure that the Folder pane is expanded. Right-click the folder that you want to clear and then click Delete All. Confirm the action when prompted. if using web mail, use it to delete, its show there . see it?
you can delete web mail at any time.
you go there, login and delete it all.
you can even delete your account.
how you access email , also matter.

pop or IMAP
and web mail access.
I use pop and never leave my email on the server.
I then can delete my mail locally.
how the OP accesses their email I have no clue.
if using web mail via some browser (IE11 or edge)
you log in to YOUR ACCOUNT
and select all, (control +A)
and delete key it.
end of story.

Once email is deleted from a webmail service it usually goes to a trash bin. If it is no longer in your trash bin then the email is lost forever. Microsoft does have a way to get the email back if it was a legal issue, however since it is a free service is is very doubtful that they will help you.

1. Your identity is based upon an email account @hotmail.com,
or @msn.com, or @live.com - and
2. When you open WLMail, you allow it to sign into the same
hotmail, msn or live identity
If these assumptions are correct, an easy way to clean your
contact list is via the webmail interface.
Close Windows Live Mail
Use your web browser to sign into your mail account at
http://mail.live.com.
Click on Options, followed by More Options.
Scroll down to "Customize your contacts", and click on "Clean up
duplicate contacts".
Use the wizard to merge or delete duplicates.
Sign out from the webmail interface
Open Windows Live Mail and allow the program to sign into your
identity.
