No, both of them are power supplies. PWR-2911-AC is the standard power supply but the PWR-2911-POE is a bigger power supply to power up EHWIC or single/double-width line cards. Moreover, there is no physical way to put two same/different power supplies into a 2900 router. But 3800/3900 routers can support dual power supplies.
