muriatic acid aka hydrocloric acid will attack chrome plating. (Pretty safe on Google Chrome though ;-]) If you are thinking about chromed pool fittings those are pretty safe as the ph in pools is pretty nuetral even after shocking a pool.
If you are talking about the acid undiluted on chrome it will atack it but that will depend on the chrome, the acid strength and how long it is left on. Some people do use the acid to clean the chrome but wash off the acid right away with lots of water.

Yes the build up between the plates of the sell let the electrions pass straight through the cell. They need to go through the water to get the chemical reaction.
You can only prevent the problem with a water proof membrane on the external part of the wall which is now not possible to install. As long as you have moisture seeping into the blocks from the side you will continue to have the problem. It is not solvable by treating the inside wall surface. You have to stop the moisture entering the blocks.
You would also need a good damp course running under the bottom layer of blocks to prevent the absorption of moisture from below and thus a rising damp problem running up the wall from below.
The basic problem is poor construction processes and neglect of moisture prevention. The blocks are no doubt made from concrete. Concrete is a completely porous material and water can run right through it. It will absorb any moisture like a sponge.
You can install an internal dry sheet wall over the blocks using metal frames but this will just be cosmetic and hide the problem from sight. You would need a waterproof membrane on the block wall behind that to keep moisture retained, and a build up of nasty black mold, but the wall blocks will still remain damp as long as they are in contact with external moisture and can absorb it..
