All boats (except ProStar) have two drain plugs, which allow water to be drained from the boat when the boat is OUT of the water. There is a center T-handle drain (the only one for a ProStar) and a transom drain plug. The lower plug is located in the center of the transom at the lowest point. It will be under water when the boat is in the water.

You Have A Short!
If You Put A New Fuze Does It Blow When You Turn The Key On, Or
As You Try To Start Or When You Operate The Trim Switch.
Try To Acertain What You Do When It Actually Blows The Fuze

Try your tether , plug and unplug it a few times , sometimes they stick, get corroded from the water..
