GPU card over 75watts must have gpu aux power wired to it or it will be dead, from PCl.
psu wired to JPWR2 ? must be. and JPWR1 both. or cpu will be dead.
that is about it , on this 2011 mobo.
no gpu card top in fact full speck on all things connected to the mobo no told, including all devices all cables, and cards. and port.

sounds like the belt is loose. if it has a tensioner check and or replace it, if not tighten the belt. or the alternator tests ok but is actually not working at low rpm. or the battery is shorted. electricity is tricky

The unit is probably in protect mode. Do you have any electronics repair experience? If so, we may be able to work through this. Let me know and we will try a few things. You will need a multi-meter at a minimum.

Check CMOS battery(Coin shaped battery), it should show 2.5-3V, if not then replace and check, you can even try and test the mbd without the CMOS battery. Some mbd does not boot with a faulty CMOS battery.

If the system does not turn on and there is not beep, it is either a low or overvoltage situation or a problem in the wiring. Check the 12VDC at thermostat and make sure that it is OK. Also, check the incoming 120VAC at the control box (unit with small phone cord)
Do you have another PSU you could try? This sounds like it could be the PSU or the RAM. Try using each RAM stick seperately, maybe one died.All RAM can fail, brand RAM fails less often, but it can fail like the worst no name RAM out there.
