Some TV's have poor amplification of the antenna signal, make sure you have a high quality RG6 signal cable, mount antenna with line of sight to TV tower as any obstruction can affect signal strength,
AntennaPoint has directions you can use with a compass. If the signal is still low, try a HDTV booster amplifier. If the antenna is indoors, you need to move it around to find a hot spot that brings in all the channels (preferably in the attic).
Buffering on Netflix has nothing to do with the with the antenna, as you have to connect via the web to receive this service. In my opinion, TV's like Samsung are not very good with streaming video, and you are better off using some other device like an old laptop or external device hooked up to the TV to do this.
