If you discovered this as of March 1 or after which it looks like you have then it is due to PS NETWORK IS DOWN FOR MAINTENANCE. they suggest to stay logged off your PlayStation while they try to resolve the issue.

Pay-pal will take this up for you if you get in touch within 45 days of the transaction but when you get in touch with them they will ask you to contact the seller first to see what the problem is.
If you still don't get your items or your money refunded then pay-pal will get in touch with the seller .The good side is that if the seller doesn't refund you then you are covered because you bought it through Pay-pal .It takes a few weeks but you will get a refund.

Im not sure which country you live and the banking system regulations
you might be better of paying bills through a direct debit to avoid cash price penalties which banks charge for credit card payments
but to answer your question you should be able to pay bills by your credit card as long as you have a good credit rating (you might not need a rating at all)

How do i get zune pass without status code 80153021

1) Create a new account, and see if you can sign up for a Zune Pass Trial.
  • This will test to see if it is an account issue. If it doesn't work from another account, you may need to look into networking issues and/or issues with the card that you are using.
2) If you can sign up for Zune Pass Trial from another account, then you need to make sure you have the correct information on billing.microsoft.com.
  • Pay special attention to the credit card details you have listed. I have heard of even typing Dr. instead of Drive can cause issues. You have to make sure you are using the same exact information that is on your Credit/Debit card statments.
3) If everything is correct, re-name your billing accounts to: XBOX Live.
  • I have seen other people have success with this, so it is worth a try. Typically this will only make a difference for older accounts that have used a multitiude of Microsoft Services.
  1. On the main screen of billing.microsoft.com, underneath Billing Account Overview, will show you all the accounts associated with your Windows Live ID.
  2. Click on the link: Go to personal information.
  3. Click on the link at the bottom : Edit personal information.
  4. Change the Description of account to XBOX Live.
