The Washer Should Have A Tapered Seat Which Will Match The Tapper On The Proppeller Shaft That Is The correct Orientation.

Should not be that hard. Tape up the ends so you can hold it with out getting cut, (if its ragged or sharp from damage). should be one nut holding the impeller on. If its to tight to hold try air or electric Impact wrench. If its bad you can tap with a hammer to help in removing the old one. If it turned on the shaft you will need to rent a puller. Repost if you need more help.

SOURCE: Re-assembling lower unit of 40HP Mercury 4 stroke

I found a lower gear case assembly diagram at http://www.crowleymarine.com/mercury_parts/6995/240.cfm which helped me understand how the shift mechanism works. This clued me in to the fact that I was missing the cam follower rod which I then found I had inadvertently mopped up in a shop towel when cleaning up spilled gear oil. After that discovery, assembly and operation was quick and successful.

SOURCE: 2009 , 50 hp mercury outboard 2 stroke, very hard to shift from forward to reverse . I disconnected the linkages at the motor and they work well. What can it be in the moter?

gearbox,,, bottom leg ..worn ?
check for water in the gearbox

Gas flowing out of the top of carb. this is a 9.9 mercury 4 stroke outboard motor.

Hi,
this can happen when the float in the float chamber of the carb. jams or "grot" gets in the way of the seal that pressure from the float should create to stop fuel entering the carb. An easy fix, if this is the cause. Unscrew the float chamber be, careful of the gasket, and clean inside, check float for freedom of movement. I prefer paper/fibre gaskets. Good to keep a spare in your kit.

Are the controls for a 1998 15 HP 2 stroke Mercury outboard compatible with a 2011 30 HP 4 stroke Mercury outboard

If your old engine/control has the same 'options' as the30hp, yes everything is compatible... (Electric start or trim )
The throttle and shift cables are allways compatible...
