I will attempt to suggest a few things to check. You are correct about the stabilization. When new the vehicle is made top heavy. The owners manual warns that a SUV can lose composure in sudden manuvers.

Your vehicle is worn with 6 years of supporting the weight of the chassis on the suspension. There can be play in all the links and joints and the front-end alignment can be improperly set. This will affect handling. Your sway bars can have worn bushings.

By now you may have replaced tires. The inflation and type of tire it now has can make a difference. Soft tires can make a vehicle feel like it is running on bicycle tires. The tires can have weak sidewalls.

There is valving in the steering assembly. Some of the towing packages offered quick ratio power steering to aid in moving a towed boat or trailer into a tight position when backing up. You may feel overboosted when you go forward. Checking part numbers and changing something like a "rack and pinion" may give you the steering you want.

At the very least an alignment is the first thing to try.

2000 Neon--when i drive in rain or snow or any bump I go over my car loses a bit of control, what I mean is it just feels like my tires are no longer tracking.

Have you had a professional check your struts for being weak? Have tires inspected as well for tread depth/wear. I know my 95 neon seemed to hydroplane in wet weather and felt out of control quite often as well, with good tires, but poor tread design for the Neon,but I put new, different tires on it, and I could fly through water puddles after that, and no pull from steering wheel, as well as stay in line during slushy/snow conditions as well.

1998 jeep grand cherokee keeps shifting up & down when it is warm

You cannot drive with different size tires front and back, especially with full time 4x4's the tires travel different distances when rolling.. a one inch height difference translates to a three inch rolling difference...ten turns of the tire = a thirty inch difference in distance traveled between the front and rear of the vehicle..being all attached to the same point (the transfer case) there is no way to compensate, therefore something must fail or the vehicle will stop in a locked up (bound up) condition. The weak link is the viscous coupler in the transfer case...likely what has failed.
