Unfortunately yes. From what i understand , power is going into the solenoid but not coming out, resulting in the starter not activating. Good news though, new solenoids are pretty cheap and not that difficult to replace. Included is a tutorial on a similar mower . You have a safety switch probably in seat or transmission lever that is not functioning.

SOURCE: my john deere jx75 lawn mower won't start up.

There's a lot of safety features on tractors. Your owners manual would be the best place to check. I'll throw out a common spring time start up issue: dead battery. If you didn't have it on a trickle charger over the winter, tractor batteries die in 2 or 3 years. If it has started recently, check for a blown fuse.

For safety features, make sure you're sitting in the seat, brake on, clutch fully depressed, and any attachments (blades) disengaged.

percussive maintenance my friend. Try banging on the solenoid and starter with a hammer while in the start position. Also, if you have a voltmeter, you can see where voltage is getting to and that will help you as well.

SOURCE: john deere f525 mower, wont start, battery good,

The front mount mower has a safety switch on the park brake linkage and the seat belt linkage as well as on under the seat which is for the PTO,The one under the seat on the linkage just behind the battery is a culprit that needs adjusting to get the PTO to engage but it sounds like you need to deal with the seat switch circuit or replace the seat switch.

John deere will not start

First, check the obvious. Check your battery. Next, if you have a multimeter, turn your multimeter to continuity setting (where you hear a beep when two ends touch). Then with multimeter, check all safety switches, push in and let out with probes of meter on leads of switch, you will hear meter beep as you push switch in and out. If all switches are good, test keyswitch with test light. You should have power at back of terminal that red wire leads to on your keyswitch. Next, take test light and touch to small single post on solenoid(not large red leads). Turn key over and observe light. If test light comes on all is good and you need a new solenoid. You can find a lot along the way. This process will narrow down your search. Remember, brake pedals and seat switches will need to be depressed to test solenoid or no power will be going to post. Goodluck!

Fully charged battery. no response when key is turned to start

Sounds like a safety switch concern. Most mowers need the brake or clutch pedal depressed or the park brake engaged for power to go to the starter. Could also be the seat switch. My John Deere LT160 needs the brake pedal depressed or I can lock the park brake on and start it without being in the seat. Hope this gives you some ideas.
