I have to crank mower by touching the two post on selaniod.the key has power to it and all safety switches work. Does this mean my selaniod is bad ?
Unfortunately yes. From what i understand , power is going into the solenoid but not coming out, resulting in the starter not activating. Good news though, new solenoids are pretty cheap and not that difficult to replace. Included is a tutorial on a similar mower . You have a safety switch probably in seat or transmission lever that is not functioning.

There's a lot of safety features on tractors. Your owners manual would be the best place to check. I'll throw out a common spring time start up issue: dead battery. If you didn't have it on a trickle charger over the winter, tractor batteries die in 2 or 3 years. If it has started recently, check for a blown fuse.
For safety features, make sure you're sitting in the seat, brake on, clutch fully depressed, and any attachments (blades) disengaged.

percussive maintenance my friend. Try banging on the solenoid and starter with a hammer while in the start position. Also, if you have a voltmeter, you can see where voltage is getting to and that will help you as well.

The front mount mower has a safety switch on the park brake linkage and the seat belt linkage as well as on under the seat which is for the PTO,The one under the seat on the linkage just behind the battery is a culprit that needs adjusting to get the PTO to engage but it sounds like you need to deal with the seat switch circuit or replace the seat switch.
